Heather Speight, CPPB, has been in public procurement since 2014, although she didn’t know that until 2021. She’s worked for special services districts, starting in the sewer sector, but got tired of the crappy jokes and is now the Procurement and Contracts Administrator for Tualatin Valley Water District. She has a background serving on the Rules Committee and as a governor-appointed Board member of the Oregon Board of Massage Therapists, which sounds far more relaxing than it was. Heather strangely enjoys things like process improvement, programming smart templates with Microsoft VBA, building flowcharts, and fine-point pens. In her nonexistent free time, she judges women’s gymnastics because she doesn’t get enough of complicated rules with purchasing.
